Hyderabad: The Telangana government on Thursday launched the process of selling government land for resource mobilization.
Consequently, a government order was issued prescribing the standard operating procedures (SOPs) for the nodal agencies for the “disposal of state land parcels under the control of different departments, not required for any public purpose, located in different main areas spread across the state by public public auction ”.
The state budget for 2021-22 has set a target of raising $ 20,000 million by selling land, apparently to recover from the economic crisis stemming from the Covid-19 pandemic. The state’s non-tax revenue is estimated at $ 30,557.35 million, including $ 20,000 million from the sale of land.
The new goal was set after the state government did not undertake the process in 2019-20 and 2020-21, when it planned to mobilize 10,000 million and 14,515 million respectively.
According to the government order issued by General Secretary Somesh Kumar, the government has allowed land parcels to be removed from the government, which are not needed at public auction for public purposes. .
The nodal department will have the power to approve the special terms and conditions and the preliminary schedule for conducting e-auction and to take the set price properly into account, taking into account the prevailing market rates.
The government has also given permission to engage MSTC, a government of Indian agency, as a service provider to conduct e-auction on an online platform.
The government order provides for the composition of a committee in the nodal section under the relevant Secretary General of the Government to finalize presentations and approvals.
The government has also set up various committees to start the process of selling state land parcels through e-auction.
The Steering Committee, headed by the General Secretary, will review the status of progress and issue appropriate instructions to the relevant authorities for timely implementation.
The land committee will ensure that litigation-free lands are made available for sale / auction. The relevant district collectors will ensure that the proposed land / erf is thoroughly checked, the demarcation and determination of the boundaries of the land / erf. It will also create a salable land bank that will cover at least 1,000 acres.
The approval committee will take care of the development of lands and the preparation of layouts with proper boundaries before the e-auction is presented.
Each department must give approval / approval within seven days in terms of the TSb PASS. The auction land must be automatically declared for multi-purpose use.
The auction committee will start preparing the layout for the identified countries and start the minimum development of the layout / plot.
